Smart EPD® develops and publishes Product Category Rules (PCRs) in accordance with ISO 14025, ISO 14027, ISO 21930, IEC 63366, and the Smart EPD General Program Instructions. This page includes our full PCR library and information on how to get involved in PCR development.

Get Involved

Serve on a PCR Committee

Smart EPD convenes balanced, multi‑stakeholder committees for every PCR in development. Participation is open to manufacturers, industry associations, consultants, LCA practitioners, government agencies, NGOs, engineers, designers, academic experts, and more.

How to Apply

  1. Review the “Open Calls for Participation” listed above.
  2. Apply to Serve by completing and submitting the PCR Committee Application (link below).

After the public call window closes, Smart EPD reviews all applications. Applicants will be notified of their committee status once the committee is formally established.

Open Consultation

All draft PCRs are posted for a minimum 30‑day public consultation. During this period, anyone may submit comments using Smart EPD’s standard template. We publish all comments received along with the PCR committee’s responses.

How to Comment

  1. View any PCRs marked “Open Consultation” in the PCR Table.
  2. Download the draft PCR and the PCR Comment Template.
  3. Complete the template with your line reference, comment or suggested edit, rationale, and any supporting evidence.
  4. Email the completed template to pcr@smartepd.com before the consultation deadline.

Submit Feedback Anytime

Smart EPD welcomes input from stakeholders after a PCR is published. You may submit comments to suggest revisions, flag inconsistencies, recommend harmonization with related PCRs, or request clarification for EPD development.

How to Submit Feedback

Email pcr@smartepd.com with:

  1. PCR title and standard number
  2. Section or requirement you’re referencing
  3. Your comment or suggested revision
  4. Any supporting documentation

Feedback received outside formal revision periods will be logged and reviewed during the next scheduled update.

Initiate a new PCR

Organizations seeking to develop a new PCR may submit a proposal directly to Smart EPD. 
 
To initiate a new PCR, prepare a short proposal describing the product category and scope, the reason a new PCR is needed, expected stakeholders, and whether a reference LCA exists.

Send your proposal to pcr@smartepd.com and we’ll follow up to discuss next steps for initiating the official PCR development process.
